Simmering Tension in Kashmir: Future of U.N at Stake
Since the beginning of 20th century, the world is witnessing bilateral and multilateral conflicts. World War I (WWI) proved all the myths about international conflicts and issues right and the need of platform – where issues of the world discussed – was felt desperately. To avoid wars and ensure peace and stability, idea of the establishment of International organizations was floated by some Western Countries and U.S. After the end of WWI in November 1918, League of Nation was established.
No international organization was there who could have stopped the war or other international conflicts because League of Nation had already failed. 1/4th population of the world suffered due to the WWII.
League of Nations was an international organization developed as a way to solve disputes between countries before they erupted into open warfare. Unfortunately, league of nation had failed to accomplish its objectives due to the outbreak of WWII in 1939.
After the outbreak of WWII, world’s future was at stake due to the use of sophisticated weapons by some states against their enemies. No international organization was there who could have stopped the war or other international conflicts because League of Nation had already failed. 1/4th population of the world suffered due to the WWII. International economy suffered terribly and out busted due to WWII.
To safeguard the future of rest of the world and avoid happening of conflicts, United Nation Organization (UNO) was established in 1945. The charter of U.N revolved around four core objectives which are, to maintain peace and stability in the world, developing of good relations among states, raising cooperation between nations in order to solve economic, social, cultural, or humanitarian international problems and providing a forum to bring international countries together and discussed way forward for the accomplishment of UN’s objectives.
The US is a major contributor in the UN budget. This is one of the reasons that it is dominating the organization. In 2016, UN’s total expenditures were $50 billion, with USA financing about $10 billion, or one fifth of the total.
Since UN’s inception, the organization is working diligently and playing pivotal role for preserving international peace and security. However, due to the monopoly/ hegemony of some powerful states like America, UN is neglecting some of its core objectives. In some cases, it has failed to prevent the wars and conflicts in the world. The US is a major contributor in the UN budget. This is one of the reasons that it is dominating the organization. In 2016, UN’s total expenditures were $50 billion, with USA financing about $10 billion, or one fifth of the total. Some other leading international powers like, China, Russia and some European countries are also contributing in the UN’s fund. Due to the tussle among major international countries, other member states of the UN are suffering and the organization is also failed to focus on the developing issues of the world like Kashmir.
There are various unresolved issues in the world, which are waiting for this organization to intervene and mediate. The issue of Jammu and Kashmir (J&K) is one of them. J&K issue is one of the biggest question mark on the effectiveness and future of international organizations like UN. This issue is unresolved agenda of UN. Both United National General Assembly (UNGA) and United Nation Security Council (UNSC) have passed dozens of resolutions on giving right of self-determination to the people of J&K. Unfortunately, it has failed to implement its own resolutions. The commitment of UN on the holding of plebiscite in J&K is pending before the world since 1947. India is illegally occupying J&K since 1947 and it is also committing war and humanitarian crimes in the valley. Indian government is using all available illegitimate means to suppress the voices of Kashmiri people. No international organization including UN is taking stern actions to counter Indian atrocities in J&K. This attitude of international organization has left so many questions especially for their future.
Despite the Human Rights Violations in J&K and Indian government’s attempt to sabotage basic rights of Kashmiris, international organizations especially the UN have failed to act decisively against India. The organization has also failed to ensure the freedom of speech and freedom of expression in the valley after the illegal Indian act to abrogate Article 370 of India’s constitution on 5 August 2019. This Indian move jolted the regional peace and left the world in a perilous situation. The attitude of international organizations have raised many eyebrows. Silence of the UN and other Human Rights Organizations have once again proved that these organizations are mere puppet and being used by some powerful states like USA.
If these organizations doesn’t act decisively now, it is time for countries of the world to revisit their decision for the future of these type of organization. For example, the UN has failed to protect its basic charter. Similarly, it has also failed to stop freedom of communication in J&K, which is compelling countries like Pakistan to leave the organization or at least revisit their participation in it. USA being the biggest contributor of the UN’s fund is getting maximum benefit out of it, which is creating disparity among other states. On various other international issues, the UN follows American official stance and bow down before the US administration. This attitude need to be changed. The world must stop UN from becoming another League of Nations.
The consequences of the failure of the UN would be very destructive for the entire world. The UN has to ensure the peace and stability in the world. It must also ensure the freedom of speech and freedom of expression especially in Jammu and Kashmir otherwise it will have grave consequences for rest of the world. Other big players of the world like, China and Russia have to come forward and play more proactive role in international affairs/ organizations. Countries like China, Russia and some of EU have the capability too to stop the UN for becoming puppet of USA. Their proactive participation is required to discuss various international issues. It is the also UN’s moral obligation to start implementation of its own resolution on various international and regional issues like Kashmir so that mutually acceptable conclusion may be reached. Otherwise, these organizations are of no use.
